Both address the same need: adding another hand position to stop them going numb on a long ride.
Bar ends on flat handlebars give support during climbs and a more upright pull, while aero bars position your forearms forward and reduce air resistance. Bear in mind that braking and reacting from an aero position is harder, which is why they are not used in a group. Installation requires space on the handlebars and sometimes moving the brake levers. In mass-start races, aero bars are usually banned by the rules, so check this beforehand.
